failed to open serial port, works on some boards not on others?

hey man, I bought those 2 sp racing flight controllers the other day. I just had a few questions. on the first one I went to set up I plugged it in before any soldering. I got the message on cleanflight that there was no boot sequence. so I jumped the boot pins and got it flashed to betaflight. its flying great. on the second one I tried to follow the same process. but when I plug it in I don’t get the acknowledgment tone on my computer, the blue and red light come on on the fc. but when I try to flash it it says “failed to open serial port”. I did try to boot board using the boot pads but nothing. I didn’t think that would work anyway.. its interesting cause my other board connects. so I’m not sure if the board in “bad”? I soldered on the pins so I know I cant swap it or anything. just wanted to hear your opinion on the matter. let me know what you think. also, I have the functioning board set up with beta flight and multishot on the lil bees. i am not the best at tuning and all but i had this model flying super snappy before and now seems a little slow… so i was curious if i could pay bench time or something to have my settings looked at and adjusted based on your opinion and experience.  i live in the area. let me know. I’m going to assume that you have the proper drivers installed since you got the first board to work. My only other input would be to make sure that you have “auto-connect” off, and have the manual baud rate box checked off with a value of 256000.

On a side note, I live in the area too, so if you need some help getting the last part of your tune locked in let me know.
