Is the quad level? If the quad is not level, say tilted forward, motors 1 and 3 would have a higher output.
Try taking off the props, then enable motor testing, then move the quad around, you will see that some motors have higher outputs based on the angle of your quad.

calibrate escs, then calibrate accelerometer, then see if it’s better.
